Managing Director
Based in Singapore, Lee Tat is the Managing Director of TOPPAN NEXT Tech, a division of TOPPAN NEXT that unites three business units to deliver best-in-class public security and citizen identity solutions across Asia. With over 25 years of industry experience, he brings deep expertise in driving innovation and operational excellence in secure technology solutions. Lee Tat holds a BBA in Information Technology from RMIT University.
Kenneth Lee
Senior Vice President, Security Systems
Kenneth Lee is a senior executive with over two decades of leadership in delivering mission-critical technology solutions for government and national infrastructure. He has spearheaded the acquisition and execution of large-scale biometric identity and automated border control programmes for key national authorities and major international air hubs, including first-of-their-kind implementations in the world. As Senior Vice President of Security Systems, he drives strategic growth, cultivates senior government relationships, and positions the organization as a trusted partner for complex, high-value public sector transformations across Asia Pacific.
Victor Wong
Business Development Director
Based in Singapore, Victor is the Business Development Director for DI&S. Victor has over 20 years of experience with successful track record in Biometrics, Civil ID, Passport, Border Control, Video Analytics in APAC region for both Government and Enterprise market. On a personal level Victor is a keen tennis player and has a fond interest in music.
Wan Yew Meng
VP, Integration and Delivery
Based in Singapore, Wan Yew Meng is the Vice President of Integration & Delivery at TOPPAN NEXT Tech. He leads system integration, deployment, and service delivery across the organisation’s secure technology projects, working closely with both technical teams and business stakeholders to ensure smooth on-the-ground delivery. Yew Meng also serves as Chief Information Security Officer (CISO), overseeing cybersecurity, risk, and compliance. With a strong hands-on background in systems integration and infrastructure, Yew Meng is actively working to strengthen system resilience and ensure security practices align with regulatory and national requirements.
Crystine Cheong
Business Development Manager and Customer Engagement
Based in Singapore, Crystine Cheong is the Business Development & Customer Engagement Manager at TOPPAN NEXT Tech. With over 25 years of experience in secure data printing, lettershop, and mailing services, she supports clients across government, banking, and financial sectors. She works closely with customers to deliver reliable and secure communication and technology solutions, ensuring compliance with regulatory requirements while maintaining high standards of service quality and operational efficiency.
Lionel Lio
Senior Project Manager
Based in Singapore, Lionel is the senior project manager for the Automated Passenger Clearance System (APCS) at Toppan Next Tech, where he focuses on the practical execution of complex project milestones, ensuring that innovation translates into reliable, real-world application for border control security. With a commitment to operational excellence and a collaborative mindset, he values the opportunity to contribute to the division’s mission and remains dedicated to supporting his team in navigating the evolving landscape of secure technology.

Solutions Architect
Based in Singapore, Zac is a Solutions Architect in the SSS department at TOPPAN NEXT Tech. A developer at heart, he brings over 10 years of industry experience in designing and implementing enterprise solutions across the biometrics and border control domain, with hands-on expertise in Kubernetes, multi-layered architecture, and secure system integration.
Kuah Zheng Xuan
System Manager
Kuah Zheng Xuan specializes in leading mission-critical projects that demand seamless hardware and software integration. Their portfolio includes the successful delivery of a national-scale passport record and deliverance system, a complex undertaking that required synchronizing physical hardware components with centralized data software. Additionally, they spearheaded a secured access entry project designed for high-stakes environments. Both initiatives were defined by their technical complexity and a non-negotiable focus on security. Kuah Zheng Xuan placed security at the core of the design, architecting robust frameworks to safeguard sensitive personal data while overcoming the challenges of intricate system interoperability.
James Tan
Lead Architect
James has more than 18 years of experience in Information Technology, including cybersecurity. Specializes in designing secure, scalable solutions and leading teams to deliver resilient systems aligned with business goals, while ensuring strong risk management and protection against evolving cyber threats.
